Robert (Bob) Foster is the Principal Deputy General Counsel and Chief Counsel for Food, Research, and Drugs for the U.S. Department of Health and Human Services (HHS).  Prior to his service in this Administration, Bob was the chief legal officer of two bio-tech companies and also served as a senior attorney on the U.S. Senate Health, Education, Labor and Pensions Committee (HELP).  Before HELP, Robert was an advisor to the Assistant Secretary for Preparedness and Response (ASPR) at HHS. Bob began his legal career at two AmLaw 100 law firms and has served as a judge advocate in the U.S. Army Reserve since 2014. He earned his law degree from Rutgers University.
